May have been due to me starting it off as the policyholder and then switching it to the carrier in the middle of it processing. Either way the process didnt work (error message happened after several minutes, one time over a half hour). See attached screenshot. Presently processing a second one right now. It could also be due to the size of the estimate not sure.
All 3 attempts unsuccessful.
Will attempt with a small version and see if it can handle.
